ABSTRACT

The purpose of this study is the effort of law enforcement officers, both from the police, prosecution, courts and correctional institution in the handling of child deliquency either as perpetrators or as victims of crime with all the problems and efforts to completion. This research is normative-empiric’s research which uses primary and secondary data. The collectionfor primary data has been done by observation, direct interview and questionnaire to relevant persons who determinate with purposive sampling. Secondary data has been obtained by library research and the analysis has been done by qualitative method. After all datum have been collected primary and secondary data, the writer choose and arrange the datum logically into systematic and yuridic. The results showed that there are some problem that exist in the police investigation process untill to live as a child process built in prison. The imbalance occurs when the child was in the penitentiary because the child did not acquire the target location and facilities suitable for their age.
