ABSTRACT

PT. Kereta Api Indonesia (Persero) as one of the business entities conducting business in the field of transportation has a mission as a public company and profit oriented. To support the achievement of corporate objectives, in business according to the vision and mission of providing products / services quality and competitive price is necessary to manage the procurement of goods and services with the appropriate fee as economically as possible while still meeting standards of quality / quantity, delivery (delivery) and services that can be received / accounted for, contributing added value / maximum benefits to the Company, the Government, the public and other stakeholders consistently. The nature of this research is empirical juridical. This study uses library research and field research. Sampling techniques using purposive sampling technique. Techniques of data collection using interviews and data collection tools such as interview guides. Analysis using qualitative descriptive analysis. The results showed that the process of procurement of goods and services in the PT. Kereta Api Indonesia (Persero) is done by selecting one of the methods considered most appropriate, effective and efficient. Among the methods to suit the characteristics and purpose of the specification is Open Bidding, Selection / Direct Selection, Contests, Direct Appointment, Contests / Beauty Contest and Self-management. Whereas in case of irregularities in the procurement of goods and services with partners conducted with improvement / process improvement, corrective / refund losses upon the occurrence of adverse deviation companies and imposing sanctions for violations committed by both parties as well as the executive officer to the providers of goods and services and the provision the procurement of goods and services based on the existing evidence of the findings of the Internal Audit Unit.
